Bruce Nicely

Bruce Nicely is from Ligonier Pennsylvania, he earned his Bachelor of Architectural Engineering at The Pennsylvania State University in 1970 and Engineering Administration at The University of Tennessee in 1974.

Bruce has been a Licensed Professional Engineer since 1978. He was a partner in a regional construction firm that performed over 200 million dollars in annual volume. He was responsible for construction of many bridges, interchanges, and highways across Tennessee. Bruce has also constructed high-rise offices, parking garages, shopping malls, industrial plants, prisons, and airports. He currently is a Senior Engineer for Construction Engineering Consultants.

Over the last 11 years he has prepared and maintained schedules for many large and complex projects using Primavera P6. These projects have included the Kentucky Dam Lock and the Center Hill Dam Project for the USACE, and 4 large Alcoa Highway projects for TDOT. He has prepared and maintained schedules for many of the larger highway projects in Tennessee. He has worked on litigation issues involving design, safety, construction productivity, construction quality, scheduling, estimating and other structural and civil engineering Issues

Bruce has estimated, planned, scheduled, and constructed the Signature Bridge on the Foothills Parkway, the Alcoa Pedestrian Bridge, the Cumberland River Pedestrian Bridge and Nashville’s Gateway Arch Bridge. He was also responsible for estimating, scheduling, and constructing SMART-Fix 40, one of the largest TDOT projects ever. Bruce’s areas of expertise are as follows:

Joel Scott

Joel Scott received his Bachelor of Science in Construction Management from Georgia Southern University in 2008. Joel has 17 years of service and expertise to private contracting firms as well as multiple departments of transportation. Throughout this experience, he has managed projects ranging in value from $100K to $38 million. He has a strong foundation of knowledge and understanding of OSHA compliance, subcontract development and implementation, quality assurance/quality control as well as work activity and subcontractor supervision and work inspections for all crafts.

Joel’s specialty is the creation and maintenance of CPM project schedules for highway contractors, departments of transportation, as well as private and other public municipalities. Joel’s communication skills excel as he strives to update schedules monthly to meet or exceed specifications and revises as requested. Joel schedules activities varying in complexity from basic CPMs to complex cost and resource loading CPMs.

Jeff Walker

Jeff Walker has 40 years’ experience in construction. He has acted as a project manager and superintendent on over 500 million dollars of construction value. He has managed and coordinated many projects including bridges, interchanges, highways, high-rise buildings, parking garages, industrial plants, prisons, and distribution centers.

Jeff’s strengths are communication and planning. He has extensive experience with owners, such as Tennessee Department of Transportation, University of Tennessee,
Knoxville Utilities Board, Correction Corporation of America and many others.

Jeff has managed building projects and supervised the day-to-day activities involved with constructing highways, bridges and buildings. He has experience in allocating resources for sub-contractors, labor and equipment.
