David P. Chapman, Ph.D., P.E. is a construction engineer and partner at Construction Engineering Consultants, LLC, based in Knoxville, Tennessee. With over two decades of experience in construction engineering, forensic investigation, and litigation support, Dr. Chapman has developed expertise in structural assessment, construction defect analysis, and project scheduling.

Dr. Chapman earned his Ph.D., M.S., and B.S. in Civil Engineering from the University of Tennessee, where he also served as a graduate teaching and research associate. He later contributed to academia as an adjunct professor in construction management, teaching an introduction to structural and geotechnical engineering.

As a licensed Professional Engineer in Tennessee, Alabama, and Georgia, he has led investigations into more than 175 cases involving structural failures, storm and fire damage, and construction defects across the Southeast. His forensic work has supported litigation and insurance claims, and he has provided expert analysis for numerous complex residential, infrastructure, industrial, and commercial building projects.

Dr. Chapman has played a key role in scheduling and consulting for major transportation and civil infrastructure projects including highway expansions, bridge replacements, and utility installations, often overseeing critical path method (CPM) scheduling for multimillion-dollar projects.

He is a published researcher and short course instructor on construction methods and project scheduling. His professional affiliations include the American Society of Civil Engineers and the Association for the Advancement of Cost Engineering.
